Welcome to the newly enhanced Citizen Self Service utility billing portal! Please follow the steps below to create your Community Access account and gain access to view, manage, and pay your utility bills with the City of Victorville. 
 
You will need to create a Community Access account, review the steps below to sign up, then access the Citizen Self Service utility billing portal.

1. Click on “Sign Up” on the bottom of the page to register your account.
2. Enter your e-mail, name, phone number (optional), and a strong password to create your account with Community Access. 
3. Check your e-mail for a verification code and use this code to finalize the creation of your account.

4. Sign in and enter your utility account information to view, manage, and pay your utility bills with the City of Victorville
