Animal Care & Control Operation Changes
Pursuant to the advice of the National Animal Care & Control Association (NACA), we will continue to respond and provide essential field and shelter services which consist of assisting law enforcement with animal-related calls, protecting human health and safety, bite complaints, injured and sick animals, animals that are dangerous and aggressive, cruelty and neglect complaints, dead animal removal from the public right of way and ensure animal shelters do not become overcrowded to minimize risks to animal care providers during the COVID-19 pandemic. For the safety of our officers and the public, responses related to noise complaints (barking), non-aggressive stray dogs, loose dogs, trapping and transporting of stray cats, Animal Care and Control Staff will initially respond and coordinate service requests remotely with the reported resident and follow up with on-site inspections if the reported conditions continue.
Appointments are required for departments in City Hall such as planning, business licensing and engineering.

For users that do not meet the browser requirements to process permits online or that are experiencing other technical difficulties and are unable to process an application, we will be allowing e-mail submittals during the closure of City Hall beginning March 16, 2020. Please send emails with any required submittal items to the emails above with a brief explanation of the permit or license being requested. For current inspection restrictions please refer to the inspection page. If there are any questions regarding these practices, feel free to contact us at the phone numbers listed above.

COVID-19 Code Compliance Operation Plan
Code Compliance will continue to respond to service calls requested by essential service staff such as law enforcement, fire personnel, and City personnel and to resident concerns that immediately impact the public health and safety or immediately impact property or the environment. With respect to non-essential complaints such as aesthetic concerns, Code Compliance will initially respond and coordinate service requests remotely with the reported resident and, through the use of personal protective measures and equipment, Code Compliance will follow up with on-site inspections and contact the reported resident if the reported conditions remain uncorrected.
To service our residents during our temporary limited in-person public interactions, additional staff will be available by phone or via email to assist you with your code compliance concerns. For residents without internet services, staff will be able to provide you with select case or violation information over the phone.

Following the County’s order allowing “permissive recreation,” Green Tree Golf Course will reopen, April 25. Golfers will be required to practice social distancing and public health hygiene and wear a face covering. Play will be limited to twosomes; and only one person per golf cart. The Golf Course will follow CDC Guidelines that require additional sanitizing of carts and surfaces and commonly-touched items. Food will be sold by takeout only. Contact Green Tree directly at (760) 245-4860 with questions and to request a tee time. Our other City parks remain closed until we can enact additional precautionary measures to protect our community. We will have more information in the coming days. Please continue to take precautions to protect your health and to protect the most vulnerable in our community from COVID-19.
Bid/Proposal Submissions & Bid Openings
As of today, all Bid due dates both formally and informally are still in effect and will take place. For those sending their bids/proposals via Fed-Ex, UPS, or other carriers; the City is still accepting deliveries from delivery companies. For those contractors wanting to hand-deliver their bids/proposals to City Hall, please call (760) 955-5000 when you arrive at the front entrance of City Hall; and staff will come to the door to accept and date-stamp your bid/proposal submittal.
Formal bid openings that are read aloud publicly, will be live streamed on the City’s YouTube channel http://www.youtube.com/CityofVictorville. If you have questions during the livestream, submit your questions via livechat or by email to purchasing@victorvilleca.gov and we’ll answer your questions in the order they are received.

PAYING A BILL
The City has several options available to ensure our customers are safe and compliant with State mandated social distancing while paying your utility bills.

- Pay your bill over the phone by calling: (760) 955-5001 and follow the instructions given
- Pay your bill by dropping it off at City Hall and utilize our drop-box available at the double door entrance to City Hall. Staff will be monitoring the drop-box every hour for bill payment processing.
START NEW WATER AND/OR SANITATION SERVICE
Customers can utilize the city’s website at: www.victorvilleca.gov/i-want-to-
and click on “start” water service or trash service. Print the form, fill out and email to customerservice@victorvilleca.gov and a customer service representative will email you back to complete the process.
CONTRACTORS NEEDING TO PAY A DEPOSIT FOR A CONSTRUCTION METER
Contractors can utilize the city’s website at: www.victorvilleca.gov/government/city-departments/administrative-services/finance/customer-service and “click” on Fire Hydrant Construction Meter. Click on the “Fire Hydrant Construction Meter Application”, print the form and fill out completely. Call customer service at: (760) 955-5001 and a customer service representative will instruct you on paying your construction meter deposit. Once payment is complete, water staff will contact you from the information on your application to complete the process.
UTILITY PAYMENT ASSISTANCE
If you have not paid for your City Utilities during COVID, we want to work with you on a repayment plan to help you get back on track. Contact our customer service department at (760) 955-5001 today.
STATE AND FEDERAL ASSISTANCE PROGRAM
If you need assistance paying down any remaining water debt, you may be eligible for other State or Federal assistance programs. One of those programs is the Low Income Household Water Assistance Program (LIHWAP), which will be administered through the California Department of Community Services and Development (CSD), and is scheduled to begin May 2022.
