California cities impose user fees and regulatory fees for services and activities they provide through provisions of the State Constitution. Article XIIIC, Section 1 generally states that a fee may not exceed the reasonable costs of providing the service or performing the activity. The City’s chief purposes in conducting this Study are to ensure that existing fees do not exceed the costs of service and to provide an opportunity for the City Council to re-align fee amounts with localized cost recovery policies.

 The City will be hosting a public hearing on June 7, 2022 at 6:00 p.m., or soon thereafter, to hear arguments for and against the measure. You may attend in-person at Victorville City Hall or via Zoom through the City's Agenda page.
