Residential and Commercial Water and Sanitation

 How to start water/sanitation service:

If you are a property owner and are signing up for service:

  • Complete and sign a Service Application
  • Provide current government issued identification
  • Provide proof of ownership (if newly purchased home within 60 days)
  • Pay a deposit and set up fee

If you are a property owner and are authorizing your tenant to sign up for service:

If you are a tenant signing up for service:

  • Complete and sign a Service Application
  • Provide current government issued identification
  • Pay a deposit and set up fee
  • The property owner must complete the authorization process (see above)

Please note: If the property is under the name of a Business, Corporation, LLC, Trust, etc., additional paperwork will be required linking the legal name of the property with the name of the person signing the application.

Security Deposit $120.00

New Account Fee $54.00

Service Call Fee $147.00

All account balances in your name and  all account balances owing at the property address for new service must be paid in full prior to starting service at a new address. 

You can start water and/or sanitation service in the office or over the phone. If starting service by phone, please first print the required documents, complete and sign them. You can send the required documents by fax to (760) 269-0023 or by email to Customer Service. Once your forms are received, they will be filed in a pending folder. You must contact Customer Service at (760) 955-5001 to pay the appropriate fees and schedule an appointment to complete the process.

All request to  turn on require an appointment. The COV does offer a waiver or Hold Harmless Agreement for those customers that are not able to be at the property at the time of turn on. Please read the waiver carefully as you are accepting full liability. 

Please note that all documents require a wet signature. Electronic or e-signature is not accepted.
